POLICY:
A. Any student who feels discriminated against on the basis of race,
religion, national origin, sex, handicap, or age may lodge an informal
complaint with the campus Office of Equal Employment Opportunity. The
Office of Equal Employment Opportunity will attempt to solve the problem
through informal contacts made with the parties involved.
B. If the complaining party is dissatisfied with the solution thus
achieved, the complaining party may file a formal written complaint with
the Office of Equal Employment Opportunity. Upon receipt of the formal
complaint, the Office of Equal Employment Opportunity will forward a
copy of the same to the appropriate vice president together with
information requests listing items of information to be accumulated by
the vice president and submitted to the Office of Equal Employment
Opportunity. After receiving the response to the information request,
the office of Equal Opportunity will submit its findings and
recommendation to the vice president. This finding and recommendation
will be confidential. The appropriate vice president will then attempt
to resolve the complaint.
C. If dissatisfied with the determination of this vice president, the
complaining party may request a formal hearing to review the complaint.
The hearing will be held before an equal opportunity committee, which
committee will be made up of five members selected from a pool of
members established at the beginning of each academic year. This pool
shall consist of seven students selected by the WSUSA Executive Council,
seven staff members selected by the personnel director, and seven
faculty members selected by the Executive Committee of the Faculty
Senate. If the complaint involves a faculty member, the Appeals
Committee shall include two faculty members selected from the pool by
the chairperson of the Executive Committee, two students selected from
the pool by the student body president, and one staff member selected
from the pool by the personnel director--one of the faculty members
shall serve as chairperson of the committee as appointed by the
president or his designee. If the complaint involves a staff member,
the appeals committee shall include two students selected from the pool
by the student body president, one faculty member selected from the pool
by the chairperson of the Executive Committee, and two staff members
selected from the pool by the personnel director--one of the staff
members, as appointed by the president or his designee, shall serve as
chairperson of the committee. The equal opportunity director is to
serve as a nonvoting executive secretary of the committee.
D. The complainant and respondent will each be given an opportunity to
present their cases to the committee. After considering these
presentations, the committee will render its decision in the form of a
recommendation to the appropriate vice president who will render
determination following counseling with the president.
E. The procedures herein outlined are in addition to any other appeals or
grievance procedures which may be available to students. The procedure
here outlined may only be used, however, to review allegations of
discrimination on the basis of race, religion, national origin, sex,
handicap, age, or marital status.
F.
