I. GENERAL POLICIES:

A. Requirements for admission to Weber State University and retention in the University or any program of the University shall be formulated by the appropriate committee of the Weber State University Faculty Senate and approved by the Board of Trustees.

B. All admission policies shall apply without regard to race, color, ethnic background, national origin, religion, creed, age, lack of United States citizenship, disability, status of veteran of the Vietnam era, sexual orientation or preference, or gender.

C. All prospective students must apply through the Admissions Office. Admission to regular Weber State University programs of study shall be open to those who meet all criteria to become fully matriculated students in the individual tiers and programs. Applications will be reviewed when all required information is on file. If admission is granted prior to high school graduation or while work is in progress at another college or university, the admission decision is contingent upon satisfactory completion of high school graduation requirements, or the work in progress, and will be revoked if the student fails to graduate or if the transfer work is not acceptable.

D. Acceptance notices are valid only for the quarter indicated. Applicants who do not register during the quarter for which they were accepted and who wish to be admitted for a subsequent quarter must notify the Admissions Office. Documents submitted by applicants who do not enroll will be discarded after a period of one year.

E. Admission to the University does not ensure acceptance into a specific program, department, or college of the University. Academic units may require additional information and separate applications for admission into specific programs.

II. DEFINITIONS:

A. Matriculation -- Matriculated students are students seeking a diploma, certificate, or degree who have completed all admission application procedural steps (see section IV), and have been accepted for admission based on the criteria of the current admissions policy.

B. Non-Matriculated Students -- Non-matriculated students are students not seeking a diploma, certificate, or degree; students who have not completed all of the admissions application procedural steps; or students who do not qualify for admission on the basis of current admissions policy.

C. General College Admission -- General College Admission is the admission tier for diploma, certificate or associate degree programs which allows students to register within course and program guidelines for developmental courses, lower division courses and courses required for program completion.

D. University Admission -- University Admission is the admission tier for all diploma, certificate, associate, or bachelor degree programs which allows students to register within course and program guidelines for undergraduate courses.

E. Graduate Admission -- Graduate admission is the admission level for masters degree programs which allows students to register within course and program guidelines for graduate and undergraduate level courses within course and program guidelines.

F. New Freshmen -- Students who have never attended any college or university will be classified as new freshmen. Included are students enrolled full-time in the fall term who attended college for the first time in the prior summer term, and full-time or part-time students who entered with advanced standing (college credits earned before graduation from high school). Credit earned before graduation from high school includes AP CLEP, and Early College credit, as well as any other college credit earned concurrently, i.e. prior to high school graduation.

G. Transfer Students -- Applicants who have attended another college or university, including former Weber State students who have since attended another college or university, will be considered as transfer students.

H. Reactivated Students -- Applicants who have previously attended Weber State University, or were admitted to Weber State University but did not enroll, and who have not attended another college or university in the interim, will be considered as reactivated students.

I. International Students -- Applicants who are not U.S. citizens and have not received immigrant status from the U.S. Immigration and Naturalization Service will be considered as international students.

III. ADMISSION REQUIREMENTS:

A. Application Deadlines -- The University will establish admission application deadlines for each academic term. Applicants must submit

all required credentials and forms by the established deadlines as published annually in the University catalog.



B. Admission of New Freshmen -- Beginning with Summer f the 1997-98 academic year and thereafter, Weber State University will admit new students to the General College tier or the University tier on the basis of the following criteria.

1. General College tier admission for new students will be considered on the basis of:

a. Verification of high school graduation or General Education Development Test (GED) with scores established by the University.

b. Presentation of ACT/SAT, or placement scores. These scores will be used for the purpose of placement and advising and not for determining admission.

c. Students who apply and do not meet the requirements for admission into the University tier will automatically be considered for admission into the General College tier.

2. University tier admission for new students will be considered on the basis of:

a. An Admissions Index number calculated from American College Test (ACT) or Scholastic Aptitude Test (SAT) composite scores and cumulative high school grade point averages (GPAs) which meets or exceeds an annually established benchmark as determined by the Faculty Senate Executive Committee in consultation with the President and Provost.

b. Minimum scores of 17 on the English and mathematics sections of the ACT or their equivalents on the SAT or placement tests.

c. Verification of high school graduation or General Education Development Test (GED) with scores established by the University.

(1) Non-high school graduates must satisfy Admissions Index requirements in addition to presenting evidence of high school equivalency.

(2) In the absence of a final cumulative high school GPA, non-high school graduates will be considered for admission only if their ACT/SAT composite score meets or exceeds an annually established benchmark.

d. Students who apply and do not meet the requirements for admission into the University tier will automatically be considered for admission into the General College tier.

e. Students who enter at the General College tier will be notified and automatically advanced to the University tier upon completion of all of the following:

(1) Math competency which may be met by one of the following.

(a) Achieving a score of 19 or better on the math portion of the ACT.

(b) Achieving a score of 19 or better on the Math Competency exam.

(c) Achieving a grade of 2.0 or better in Math 105 or any mathematics course having Math 105 as a prerequisite.

(d) Achieving a grade of 2.0 or better in Math 103 and 104.

(2) English competency which may be met by the completion of English 111 and 112 with a grade of 2.0 or better.

(3) Successful completion of 20 semester hours or 30 quarter hours of course work with a cumulative GPA of 2.25 or better.

C. Graduate admission for new and transfer students will be based on individual department and/or college requirements.

D. Admission of Transfer Students -- Beginning with Summer of the 1997-98 academic year and thereafter, students seeking to transfer to the University will be admitted in accordance with the following guidelines:

1. Students transferring with fewer than 30 semester hours of credit (45 hours on the quarter system), will be considered for admission on the same basis as new freshmen provided their cumulative GPA is 2.0 or above.

2. Students transferring with 30 semester hours or more credit (45 quarter hours) will be considered for admission on the basis of the following criteria.

a. Students who have completed an associate degree will be admitted to the University tier provided they have a cumulative GPA of 2.00 or above.

b. Students without an associate degree will be admitted to the University tier on the basis of their cumulative GPA in accordance with guidelines established by the University, as published annually in the Weber State University catalog.

c. Students without an associate degree will be admitted to the General College tier if they have a cumulative GPA less than that established for the University tier but at least 2.00.

3. Transfer applicants with cumulative GPAs below 2.00 may be considered for admission to Weber State University on warning or probation according to the current Academic Standards policy only if they have not been enrolled at a college or university for at least one semester (two consecutive quarters).

E. Admission of International Students --- International applicants with no prior college or university credit will only be required to submit evidence of U.S. equivalent high school graduation with a cumulative GPA equal to or better than the U.S. equivalent of 2.50 for admission to the University tier.

F. Admission of Reactivated Students -- Former Weber State University students will be reactivated in the same tier they left. If they have attended another college or university in the interim they will be considered as transfer students.

1. Weber State students who stopped attending while on "Academic Warning" or "Academic Probation" will be reactivated on "Warning" or "Probation" as applicable, with no specified waiting period.

2. Former Weber State University students who were academically suspended will be considered for readmission according to the academic standards policy of the University.

G. Admission of Non-matriculated Students -- Non-Matriculated students must complete the application procedure appropriate to their classification. Credit toward graduation will be allowed for only the first 30 semester hours or 45 quarter hours taken as a non-degree-seeking student, and financial aid cannot be awarded.

1. Students who qualify for one of the concurrent enrollment programs must complete the process required by those programs.

2. Students who are not seeking a degree and are attending a course, seminar or workshop administered through Continuing Education must apply through Continuing Education.

3. Non-degree-seeking students must apply by submitting the admission application and fee if applicable and will be allowed to register for any classes for which they have met prerequisite requirements, except those in limited enrollment programs on a space-available basis.

a. Senior citizens (62 years or older and a Utah Resident) will not be required to pay an admission fee. They will be required to complete a registration form and obtain instructor permission for each course they attend, and the course will not appear on a transcript of credits.

b. Non-degree-seeking faculty, staff, and faculty/staff spouses will not be required to pay an admission fee.

H. Recommended paths to matriculated status for each non-matriculated group:

1. Applicants Denied Admission -- Applicants who do not meet the University's admission requirements may complete the deficient requirement(s) and reapply within one year without an additional admission fee.

2. Early College and Concurrent Enrollment Students -- Students who have earned University credits prior to high school graduation will be considered for admission according to the standards listed above for new freshmen.

3. Non-degree Students -- Non-degree-seeking students who decide to pursue a degree will be considered for admission subject to the University's admission standards, policies, and procedures listed above.

IV. ADMISSION PROCEDURES:

All students applying for admission to Weber State University must comply with the admission application procedural steps specified by the University for their particular application status, e.g. new freshmen applicant, transfer applicant, reactivated applicant, or international applicant as follows:



A. New freshmen must complete the following admission application steps:

1. Submit evidence of graduation from an accredited high school or evidence of high school graduation equivalency. High school graduation equivalency may be satisfied in one of the following ways:

a. Pass the General Education Development Test (GED) with an overall score of 45 or better, with no individual score below 40. Non high school graduates who satisfy high school equivalency via the GED must also submit ACT/SAT or placement test results.

b. Pass the ACT/SAT with a composite score which meets or exceeds an annually established benchmark. Note: To satisfy high school equivalency in this manner an applicant's high school class must have graduated.

2. Submit an official transcript from their high school of graduation. The transcript must be sent directly from the high school to the Weber State University Admissions office.

3. Submit ACT/SAT scores or scores from English and math placement tests approved by the appropriate academic departments.

4. Submit an application for admission.

5. Pay the application fee.

B. Transfer students must complete the following admission application steps:

1. Submit an official transcript from each college or university previously attended. Transcripts must be sent directly from the prior college or university to the Weber State University Admissions Office.

2. Submit an application for admission.

3. Pay the application fee.

C. Reactivated Students -- Weber State University students who have not enrolled for two semesters or three quarters or less, with the exception of summer quarter, can be reactivated without having to fill out an application for admission, provided they were not academically suspended and have not attended another college or university in the meantime. They may reactivate their files by contacting the Weber State University Admission Office. Weber State University students who have not enrolled for more than 2 semesters (3 quarters), with the exception of summer, may be required to submit an application for admission to reactivate their file. There will be no admission fee for reactivated students.

D. International applicants must submit the application information required of new freshmen or transfer students (as applicable) with the exception of ACT/SAT scores, and must also submit evidence of:

1. English Proficiency -- a score of 500 or above on the Test of English as a Foreign Language (TOEFL), or completion of the equivalent of Weber State's English 111 College Writing course from an accredited U.S. college or university with a grade of C or better. International applicants who are admitted but unable to present evidence of English proficiency will be assigned to the Weber State University English as a Second Language (ESL) program.

2. Financial Support -- A financial statement indicating the availability of funds for school and living expenses for the first year at Weber State University, and adequate support for the full length of time they expect to be enrolled at the University.

3. Current Immunization -- A form signed by a health care provider showing current evidence of DPT and MMR immunity, and no active Tuberculosis.

4. Health Insurance -- International students must carry the Weber State University student insurance each term unless they can provide evidence of independent coverage.

V. SPECIAL ADMISSION

A. Weber State will consider for admission up to five percent of new students annually who do not meet conventional criteria for General College or University tier admission. This special admission consideration may be given to diverse groups of students: for instance, those for whom the common indicators of predicted academic success may not be valid indicators of their potential ability.

B. Exceptional students may be considered for early admission to the University if they meet all of the specified academic and procedural requirements pertinent to their status.

C. Student appeals for waiver of established admission policies and requirements, including appeals for admission under the five percent rule, will be heard and acted upon by the Admissions staff. Students appealing these decisions to the Admissions, Credits and Graduation Committee must comply with the guidelines established for and by that Committee.
