I. EXPLANATION

The Instructional Development Department has for a number of years charged departments, colleges and administrative areas on campus for materials used in the production of instructional materials. The department has not charged for services such as time required by classified staff and professional staff in the performance of these tasks. As we have proceeded through time, it is apparent that requests for services have increased as a result of sponsored projects and outside organizations. This condition requires more staff and part-time personnel to be hired.

It is impossible to predict this potential workload and it is improper to use general fund monies to support sponsored projects since none of the Instructional Development services are included in the overhead calculations for the University. Also, contrary to present University policy is the matter of using University resources for the development of personal materials. Therefore, the following policies are submitted in order to clarify charge-back procedures.

II. POLICY

A. Instructional Development will charge academic departments and administrative areas costs of material used plus ten percent (10%) to cover waste and miscellaneous materials used for the production of mediated materials. Charges will be reviewed monthly and adjusted relative to vendor costs.

B. Instructional Development will charge all sponsored projects and individuals requesting personal services at a rate which is determined by cost of materials plus ten percent (10%) to cover waste and miscellaneous materials plus an average charge per hour by class of item to cover labor costs. Included in the labor costs will be an amount of seventeen percent (17%) to cover employee benefits. An additional eight percent (8%) will be added to these costs to cover administrative costs. Costs for production services will be reviewed monthly and adjusted relative to vendor costs. If requests for other services, i.e., evaluation or design services, are received, they will be computed on the same basis and related to specific requests.
