I. DEFINITIONS

A. Vehicle

Every device in, upon or which any person or property is or may be transported or drawn upon a campus sidewalk or any handicapped motorized device.

B. Person

Every natural person, student, corporation or campus department.

II. POLICY

A. Use of campus sidewalks for vehicle traffic without authorization is a violation of state law 41-6-106-10 as well as of campus regulation and policy.

B. Wheelchairs or handicap motorized devices are controlled through and directed by the director of Services for the Physically Challenged; they are exempt from G, 1 and G, 4 below.

C. The use of rollerskates, skateboards and bicycles on campus sidewalks is prohibited.

D. Permits authorizing campus personnel to drive vehicles on campus sidewalks, if issued, will be obtained in the following manner:

The person driving the vehicle will present a written memorandum to authorized personnel at the University Police Office, signed by his/her immediate dean or director, stating the reason for the request and indicating that the action is "absolutely necessary." Permits to drive on sidewalks will not be issued without the dean's or director's written approval.

E. Persons other than University personnel desiring permission to drive on campus sidewalks will present a request to personnel in the University Police Office who will make the determination that the reason for the request falls in the "absolutely necessary" category before such a request is granted.

F. A copy of sections G and H of these guidelines and procedures will be given to each person who receives permission to drive on the campus sidewalks.

G. Upon authorization to drive vehicles on campus sidewalks, those persons receiving permission to drive shall conform to the following:

1. Confine driving to periods of minimum pedestrian traffic if possible. Vehicles will not move about the campus on sidewalks during the change of classes.

2. Any person who drives any vehicle on the sidewalk shall do so in a safe and reasonable manner for the safety of persons or property.

3. No person shall drive a vehicle at a speed that is not reasonable and prudent under the conditions and having regard to the actual potential hazards then existing.

4. Drivers must have emergency flashers operating.

5. Drive with caution and courtesy, yielding the right of way to pedestrians.

6. Observe all rules and regulations as may be posted on campus signs or in the campus "Parking and Traffic" brochures.

H. Penalties for violations of the policy will include, but not be limited to, one or more of the following actions:

1. University Employees

a. Fine

b. Suspension without pay

c. Dismissal

d. Other measure deemed necessary

2. Students

a. Withholding of students' transcripts

b. Withholding of degrees and/or certificates

c. Withholding of grades

d. Withholding of permission to register

e. Fines

f. Dismissal from school

g. Other measures deemed necessary

3. Others

a. Withholding of permission to drive or park on campus

b. Fines

c. Other measures deemed necessary



I. Major responsibility for the enforcement of these violations shall be with the University Police. Violations should be reported to their office.
