II. POLICY

A. A University reserve fund shall be established and maintained each year as dictated by sound fiscal management. No transfer of the central University reserve fund may be made without the approval and signatures of the following officers:

1. President

2. Vice president for Administrative Services

B. Requests for use of reserve funds shall be considered by the President's Council according to the following priorities:

Priority I - Necessities - President's Council

1. Emergencies

2. Revenue reductions

3. Unanticipated costs
