I. DEFINITIONS
A. Hourly Student
An hourly employee who is not in the work study program and who qualified for exemption from FICA under IRS regulations.
B. Hourly Non-Student
An hourly employee who does not qualify for exemption from FICA under IRS regulations.
C. Work-Study Students
An hourly employee who is in the work study program and who qualifies for exemption from FICA under IRS regulations.
II. POLICY
A. The purpose of this policy is to create consistency in the employment of hourly employees. It provides for centralized recruiting and adherence to approved pay rates. (See PPM 3-60)
B. With the exceptions of career employees on supplemental hourly pay, all hourly employees are subject to hourly employment policies and procedures.
C. It is Weber State University policy to fill hourly positions with Weber State University students. Exceptions must be approved by the appropriate vice president. Exceptions will be considered only when a supervisor can establish that the job cannot be filled by a student employee.
III. PROCEDURE
A. Work-study participants are selected through procedures outlined by the Financial Aids Department. Requests for work-study students should be directed to the Office of Career Services, which will post the opening and refer qualified students.
B. Requests to fill hourly openings are to be referred to Career Services. All hourly applicants will be routed through Career Services to provide for consistency and equal opportunity. The procedure is as follows:
Step 1 The supervisor or department chair will notify Career Services of an hourly opening in the department or area.
Step 2 The supervisor or department chair will allow two days for Career Services to refer qualified applicants before making a formal selection. During this two-day period, Career Services will advertise the opening as widely as possible on campus. If Career Services cannot provide candidates within two days, the department or area may begin to look for a non-student, utilizing their own resources or the Human Resource Department files on available non-students. At the same time, Career Services will continue its search for qualified students.
Step 3 The supervisor or department chair will accept for interview only those candidates referred by Career Services with appropriate applications.
Step 4 After selection, the supervisor, dean or department chair will send the following documents to Career Services for further processing: 1) the response slip at the bottom of the application, 2) a completed PAR and 3) a completed I-9 form verifying employability under Immigration Control statutes. If an applicant is not selected, the supervisor, dean or department chair will send the entire application back to Career Services after filling out the slip at the bottom of the application.
C. Career Services will provide expedient service and simple referral procedures. Candidates for hourly jobs must be referred to Career Services even though they may contact the requesting department directly. The final decision to hire will be made by the requesting supervisor within institutional guidelines.
D. Pay rates for hourly employees must be approved by the director of Human Resources and the appropriate vice president or such other person as may be designated.
