II. POLICY

A. The Board of Trustees consists of ten persons.  Eight are appointed by the Governor with the Senate's consent.  The ninth is the president of the Alumni Association and the tenth is the president of the Weber State University Student Association.

B. The eight appointed members serve four-year terms, four expiring June 30 of each odd-numbered year (Section 19 (3), Higher Education Act). The other two members serve one-year terms.

C. The two principal sources of Board of Trustees authority are (a) statutes enacted by the State Legislature and (b) bylaws and resolutions of the Utah State Board of Regents as provided by the Utah State Board of Regents.

1. Statutory Powers

A. Facilitates communication between the institution and the community.

B. Assists in planning, implementing and executing fund-raising and development projects aimed at supplementing institutional appropriations. 

C. Perpetuates and strengthens alumni and community identification with the institution's traditions and goals.

D. Selects those persons to be the recipients of degrees to be granted by the institution (Section 19 (2), Higher Education Act).

2. Bylaws and Resolutions

A. Approval of all campus capital improvement and building projects between $8,000 and $25,000 is delegated to the president of the University for review and approval.

B. All capital improvements and building projects over $25,000 will be presented to the Board of Trustees for review and approval.



C. The Board approves contracts recommended by the president for maintenance, research grants and continuing programs not over $250,000 (Resolution of June 30, 1979).

D. As the institutional policy-making body (with the president) (Article III, Section 2 (c)), the Board has the responsibility for (1) the management and use of the property, including custody, safeguarding and investment of funds; and (2) the education, safety and welfare of all persons admitted and enrolled or employed at the institution or otherwise entering institutional premises (Article III, Section 3 (a); Statute, Section 15 (6)).

E. Approval of appointments made by the president and approval of salaries fixed by the president (General Board policies Article III, Section 3 (d)).

F. Approval of institutional rules and regulations, both regular and emergency, to be issued and executed by the president (Article III, Section 3 (d)).

G. Approval of all institutional processes and arrangements set forth in paragraphs (4), (5), (6), and (7) of Section 15 of the Higher Education Act, including:

1. Faculty, student, and employee organizations, rules and regulations.

2. Instruction, examination, admission and classification of students.

3. Advisement and approval of "any necessary and proper exercise of . . . authority not specifically denied the institution by the Board or by law," consistent with the statewide Master Plan and the authority of the Board.
